Banks accelerate non-cash payments

The total value of transactions via electronic payment system over eight months of 2019 reached nearly VND 61 million billion, equivalent to about 105 million transactions. Government and localities have paid considerable attention to promoting non-cash payments, especially electronic payments.
According to the State Bank of Vietnam (SBV), electronic transactions increased by 19.57% in volume and 26.66% in value compared to the same period in 2018. The average number of transactions reached nearly 629,000 transaction per day, the average value reached over VND 367,000 billion per day.
 
Director of Payment Department (SBV) Pham Tien Dung said that the payment infrastructure for public services is being improved. Currently, payment services for electricity, water, airline tickets have also been paid through banks; Customs now has 99% of customs services paid through banks. For taxes, 99% of enterprises pay electronically. For medical services, there are currently about 30 hospitals deploying non-cash electronic payment. The SBV has collaborated with the Ministry of Health to launch a portal to support electronic medical transactions, collaborated with insurance agencies, war invalids and social affairs agencies, etc. to pay for social security programs.
 
New and modern technologies in payment such as the application of fingerprint authentication, face recognition, use of quick response code (QR Code), tokenizing payment card data, contactless payment, Mobile point of sale (mPOS), etc. have been researched, cooperated and applied by banks, especially the payment by QR Code associated with promoting mobile payment in line with the development trend in the world and consumer behavior.
 
Besides focusing on investing, expanding technical infrastructure and technology for electronic payment, banks are racing to give promotions, give money or discount to customers when using card for purchases at online selling sites or swiping the card through a POS device located in the system of supermarkets, restaurants, hotels, cafes, cinemas, etc. There are even banks that offer refunds on the total spending for customers for their domestic cards, which banks previously focused on international cards only. These moves are considered to be a positive "leverage" to help the bank “score points” with customers and gradually change people's cash spending habits. At the same time, banks also constantly improve the quality of service, safety and security in card payment.
 
Regarding the legal regulations, the SBV said that it would develop and revise legal documents in the direction of meeting the requirements of new business models and products and services based on information technology, focusing on digital banking and digital payment; report to the Prime Minister on the pilot implementation of using Telecommunication account (Mobile Money) to pay for small value services, to provide services for those who do not have a bank account.
