Agribank implements policies for agricultural and rural development, supporting economic development

Agribank continues to affirm its role as a key policy-implementing bank of the Government in accompanying and supporting farmers in production and business development as well as in building new rural areas. With an extensive nationwide network, Agribank has been proactively and effectively implementing preferential credit policies, making tangible contributions to the sustainable development of agriculture and the rural economy.
Based on key Government regulations such as Decree No. 55/2015/NĐ-CP and Decree No. 116/2018/NĐ-CP, Agribank has actively allocated substantial financial resources to serve agriculture, farmers, and rural areas. The Bank has expanded eligible borrower groups, enabling farming households, cooperatives, and enterprises to access credit more easily. In particular, Agribank has prioritized unsecured loans for individuals and households while promoting preferential credit for high-tech agriculture. These measures aim to support the development of value-chain linkages from production and processing to the consumption of agricultural products, thereby enhancing the value of agricultural exports.
On June 16, 2025, the Government issued Decree No. 156/2025/NĐ-CP, amending and supplementing several provisions of Decree No. 55/2015/NĐ-CP. This is regarded as a significant milestone in easing credit conditions and increasing loan limits for the agricultural sector. In response, Agribank promptly implemented the new regulations: the Board of Members issued Regulation No. 1212/QC-HĐTV-TD dated November 14, 2025, amending certain provisions of Decision No. 515/QĐ-HĐTV-HSX dated July 31, 2015, to update lending policies in a more customer-friendly manner.
Subsequently, on December 30, 2025, the General Director of Agribank issued Official Document No. 21119/NHNo-TD to implement policies on agricultural and rural development in accordance with Decree No. 156/2025/NĐ-CP and Circular No. 29/2025/TT-NHNN of the State Bank of Vietnam. The document requires all units across the system to strictly and consistently implement the newly issued regulations. Accordingly, Agribank has focused on reviewing and standardizing operational procedures, simplifying administrative processes, strengthening credit risk assessment, and enhancing communication efforts to ensure that customers and the public are fully informed of the policies.
Agribank has also instructed its branches to closely coordinate with local authorities and socio-political organizations to verify information and identify the borrowing needs of agricultural customers, thereby ensuring timely and effective credit provision. The implementation of preferential credit policies not only enables customers to proactively engage in production and business activities but also contributes to stabilizing production, supporting recovery after natural disasters and floods, and promoting economic growth in rural areas.
Through these measures, Agribank continues to reaffirm its position as a reliable financial pillar for farmers and agricultural enterprises, contributing to the realization of the objectives of developing modern agriculture and building civilized, culturally rich rural communities.
