On the morning of December 11, 2024, Vietnam Bank for Agriculture and Rural Development (Agribank) held a conference to announce the decision of the Party Committee of the Central Enterprises Block (DNTW) assigning Mr. Pham Toan Vuong - Deputy Secretary of the Party Committee, Member of the Members’ Council, and General Director - to take charge of Agribank’s Party Committee.

Attending the conference were Mr. Tran Thang - Deputy Secretary of the DNTW Party Committee; Mr. Nguyen Thanh Son – Director of the VI Office, Central Inspection Committee; Mr. Chu Dinh Dong - Standing Member, Head of the Organization Department of the DNTW Party Committee; Mr. Vu Duc Tu - Standing Member, Secretary of the DNTW Party Committee’s Office, along with representatives from the Central Inspection Committee and DNTW Party Committee’s leadership units.

On Agribank’s side, Mr. Tran Van Thinh - Standing Deputy Secretary of the Party Committee; Mr. Pham Toan Vuong - Deputy Secretary of the Party Committee, Member of the Members’ Council, General Director; Mr. Tran Van Dung – Member of the Members' Council in charge of operational activities of the Members' Council; other Standing Committee members and members of the Executive Committee of Agribank’s Party Committee; Members of the Members’ Council and Deputy General Directors; Chief Inspector; and representatives of advisory and assisting agencies of the Party Committee, along with some key units of Agribank’s headquarters, were also present.

During the conference, Mr. Chu Dinh Dong - Standing Member, Head of the Organization Department of the DNTW Party Committee, announced Decision No. 2306-QD/DUK dated December 10, 2024, from the DNTW Party Committee regarding the assignment of Mr. Pham Toan Vuong - Deputy Secretary of Agribank’s Party Committee, Member of the Members' Council, General Director - to take charge of Agribank’s Party Committee until the position of Party Secretary is officially appointed.

On behalf of the DNTW Party Committee, Mr. Tran Thang - Deputy Secretary, presented the decision to Mr. Pham Toan Vuong and congratulated him for being entrusted with this important responsibility. This timely decision from the DNTW Party Committee aims to ensure continuous leadership and management of Agribank’s Party Committee after Mr. Pham Duc An - Party Secretary and Chairman of the Members’ Council of Agribank - was transferred to serve as Deputy Secretary of the Quang Ninh Provincial Party Committee and was nominated for election as Chairman of the Quang Ninh Provincial People's Committee.

Acknowledging the challenges and tasks ahead for Agribank's Party Committee, Mr. Tran Thang urged Mr. Pham Toan Vuong to continue to leverage his skills, expertise, leadership, and experience to work closely with the Party Committee’s Standing Committee and Executive Committee to strengthen the Party Committee, complete assigned objectives, and fulfill the directives set by the Government, DNTW Party Committee, the State Bank of Vietnam, and the Agribank Party Committee’s Resolution for the term 2020 - 2025.

In his acceptance speech, Mr. Pham Toan Vuong sincerely thanked the DNTW Party Committee for their trust in assigning him this mission, which he considered both an honor and a heavy responsibility. He stated that over the past period, the leadership team of Agribank’s Party Committee, the Members' Council, the Board of Management, and Agribank’s staff have united and worked hard to overcome difficulties and challenges, successfully achieving both political and business objectives.

Agribank’s Party Committee has led the implementation of a series of coordinated and decisive tasks and solutions in the restructuring plan and bad debt handling for the period 2021–2025, and the implementation of its development strategy until 2025, with a vision towards 2030, aimed at building a modern, integrated bank with a solid foundation for safe, effective, and sustainable development. The bank’s business targets have shown positive growth, with increasingly higher operational efficiency. As of November 30, 2024, Agribank’s total assets reached over 2.1 trillion VND (an increase of 1.39 times); mobilized capital reached over 1.9 trillion VND (an increase of 1.35 times); outstanding loans to the economy exceeded 1.69 trillion VND (an increase of 1.39 times); and pre-tax profit had increased by 2.1 times. It is expected that by December 31, 2024, Agribank will fully meet all major business targets and goals set by the Agribank Party Committee’s Resolution for the term 2020-2025.

This includes completing the key business targets for 2024 and the goals set by Agribank’s 10th Party Congress for the term 2020–2025, preparing for the successful organization of the upcoming Party Congresses for the 2025–2030 term, and ensuring that Agribank’s Party Committee continues to develop robustly in the future.
