The Secretariat has decided to transfer and appoint Mr. Pham Duc An – Member of the Standing Committee of the Party Committee of the Central Enterprise Bloc, Secretary of the Party Committee, Chairman of the Members' Council of the Vietnam Bank for Agriculture and Rural Development (Agribank) – to hold the position of Deputy Secretary of the Provincial Party Committee and to introduce him for election as Chairman of the People's Committee of Quang Ninh Province.

On the morning of December 10, 2024, the Quang Ninh Provincial Party Committee held a conference to announce the decision of the Party Central Committee’s Secretariat regarding personnel work. At the conference, on behalf of the Secretariat, Mr. Nguyen Quang Duong – Member of the Central Committee of the Party, Deputy Head of the Central Organization Committee – handed over Decision No. 1750-QDNS/TW dated December 9, 2024, by the Secretariat, which appoints Mr. Pham Duc An – Member of the Standing Committee of the Party Committee of the Central Enterprise Bloc, Secretary of the Party Committee, Chairman of the Members' Council of Agribank – to join the Executive Committee and Standing Committee of the Quang Ninh Provincial Party Committee for the 2020-2025 term and to introduce him for election as Chairman of the People's Committee of Quang Ninh Province for the 2021-2026 term.

Also on the same morning, the 14th Provincial People's Council of Quang Ninh, for the 2021-2026 term, held its 24th session to elect the Chairman of the Provincial People’s Council and the Chairman of the Provincial People's Committee. Mr. Pham Duc An was elected as Chairman of the Provincial People's Committee of Quang Ninh for the 14th term, 2021 - 2026.

At the conference, Mr. Nguyen Quang Duong, Deputy Head of the Central Organization Committee, congratulated Mr. Pham Duc An on being trusted by the Secretariat to be transferred and appointed to join the Executive Committee and Standing Committee, holding the position of Deputy Secretary of the Quang Ninh Provincial Party Committee and being introduced for election as Chairman of the Provincial People's Committee for the 2021-2026 term. The Deputy Head of the Central Organization Committee emphasized that Mr. Pham Duc An is a well-trained cadre, with professional qualifications and leadership management abilities. He is an active cadre who continually strives for improvement, has a scientific, democratic, and decisive working method, and possesses innovative thinking. He has held various positions and always completed his tasks excellently in every position assigned to him.

With his experience and capabilities, along with his strong political stance and the support of the Party Committee, government, and people, and the comrades in the Executive Committee and Standing Committee of the Quang Ninh Provincial Party Committee, Deputy Head of the Central Organization Committee expressed confidence that Mr. Pham Duc An would continue to inherit the achievements and experiences of the leadership generations before him, quickly grasp new tasks, fulfill his responsibilities, and uphold his sense of responsibility to work with the Party, government, and people to successfully implement the Resolution of the 15th Party Congress of Quang Ninh Province and the 13th National Party Congress. This will help the province of Quang Ninh continue to develop strongly. He expressed trust and hope that the collective Standing Committee and Executive Committee of the Quang Ninh Provincial Party Committee would continue to promote solidarity and assist Mr. Pham Duc An in successfully completing his duties, living up to the trust of the Central Government.

In his speech upon accepting the task, Mr. Pham Duc An expressed his gratitude for the attention and trust of the Politburo, the Secretariat, and the Central Organization Committee in assigning him the position of Deputy Secretary of the Quang Ninh Provincial Party Committee for the 2020-2025 term. Mr. Pham affirmed that Quang Ninh is a locality with a rich tradition and strategic importance in economic, national defense, security, and foreign relations. In recent years, under the leadership of the Provincial Party Committee, People's Council, and People's Committee, Quang Ninh has achieved significant results in various fields. The space and development potential of Quang Ninh remain vast. However, this also presents a considerable challenge, as the upcoming period is particularly important, marking the final year of the 5-year plan for the 2021-2025 term and the implementation of Party congresses at all levels, especially the year when the country is preparing to enter a new era—the era of national development. The Central Party, the Politburo, and the Secretariat have high expectations for major provinces with abundant potential, like Quang Ninh, to accelerate progress, break through, and contribute to the common cause. The people and businesses in the province also have high hopes for the local government's reform. Taking on the task at the local level is both an honor and a significant challenge and responsibility. Therefore, Mr. Pham Duc An expressed his hope for continued attention and support from the Central Government, the Party Committee, government, and people of Quang Ninh Province to help and share in all aspects so that he can successfully complete his assigned tasks.

Mr. Pham Duc An's Speech Upon His New Role

In his new position, Mr. Pham Duc An is determined to uphold the spirit of dedication, serving the people, and applying his full abilities, knowledge, and enthusiasm to work together with the Standing Committee and Executive Committee of the Quang Ninh Provincial Party Committee, promoting solidarity and unity, overcoming all difficulties and challenges to develop Quang Ninh Province and successfully implement the contents of the Resolution of the 15th Provincial Party Congress; as well as the Resolution of the 13th National Party Congress.

Mr. Pham Duc An was born in 1970, in Thanh Chuong, Nghe An. He holds a Bachelor's degree in Economic Law, a Master's degree in Finance and Banking, and a Senior Political Theory degree. Mr. Pham has over 30 years of experience in the banking sector, having held various positions: Deputy General Director of the Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV); Vice Chairman of the Members' Council of the Vietnam Bank for Agriculture and Rural Development (Agribank); Head of the Office of the State Bank of Vietnam; Chairman of the Members' Council of Agribank; Chairman of the Vietnam Banking Association. Mr. Pham Duc An is a Member of the Standing Committee of the Party Committee of the Central Enterprise Bloc for the 2020-2025 term and a Member of the 15th National Assembly, representing the Hanoi delegation.
