Export of agricultural products to China is to prosper again
On March 24, the Ministry of Agriculture and Rural Development informed that the situation of trade and customs clearance of agricultural products at border gates with China has improved but still at a slow pace due to strict adherence to regulations on Covid-19 outbreak prevention and control.
According to local statistics, in recent days, in Lang Son province, there are only about 1,000 trucks of goods waiting to be exported from Vietnam to China, mainly fruits and agricultural products. In Quang Ninh, in the first half of March, Mong Cai border gate cleared 169 containers of fruits of all kinds (dragon fruit, mango, jackfruit, banana), equivalent to 3,524 tons; 290 containers of cassava flour (noodles), equivalent to 10,046 tons; 165 containers of fresh seafood, equivalent to 1,586 tons; No fruits stuck on trucks overnight.
In order to take the opportunity for export to increase again, the Ministry of Agriculture and Rural Development requests the Ministry of Finance and the Ministry of Industry and Trade to closely cooperate with the Ministry of Agriculture and Rural Development and the People's Committees of border provinces to direct customs, quarantine stations and relevant forces to strengthen measures for supporting border trade activities, facilitating clearance procedure to avoid situation of stagnated goods at border gates; supporting trade promotion activities in agriculture, forestry and fisheries, developing the domestic market, removing difficulties for retail activities, trading in food and agricultural products.
In addition, the ministries together work to strengthen the state management on trade, market management, circulation and supply of goods; resolutely handle profiteering acts, cost-price squeeze , trade frauds, causing confusion among producers and consumers; guide localities to balance the supply and demand of goods, avoid bringing goods to border provinces to create congestion and stagnation.
Regarding this issue, the Ministry of Industry and Trade also informed that all the international border gates, the main border gates on the border with China have been recognized by the two countries and 3 sub-border gates, opening way under direction (Tan Thanh, Coc Nam - Lang Son province, open way Km3 + 4 - Quang Ninh province) have been put into operation. In localities with a large volume of import and export goods such as Quang Ninh, Lang Son, and Lao Cai, a "buffer zone" process has been soon established using the location at the border gate as a quarantine area (Vietnamese driver takes the car into this buffer zone, then a driver arranged by the border management unit will take the car across the border to deliver the goods to Chinese side then return the car to the buffer zone; disinfection decontamination processes are proceeded and the vehicle to be returned to the Vietnamese driver; drivers and people involved in loading or unloading of the border gate management to stay in buffer zone).
However, the Ministry of Industry and Trade noted that the capacity of clearance at the border gates is still limited, the manpower involved in the process of import, export, transport, delivery, loading and unloading is lacking. Although goods can be cleared, the progress will be much slower than previously due to the strict enforcement of the Covid-19 outbreak control measures.
At the same time, on the West and Southwest border crossings, currently Vietnam, Laos and Cambodia have applied stricter measures at border gates, restricting or even stopping allowing citizens to cross the border. Therefore, goods congestion began to occur at some border gates bordering Laos and Cambodia.
